- Local body — Panchayat, municipality: Supplying clean drinking water to the locality (Municipalities and panchayats run local water and sanitation.); Collecting and disposing of household refuse (Directly affects fly and rat breeding, so it is a health function.); Maintaining drains and preventing water stagnating (Mosquito control begins here.); Registering births and deaths (The raw data on which all health planning depends.)
- State government: Running district hospitals and primary health centres (Health is largely a state subject in India.); Implementing national programmes within the state (The state delivers what is centrally planned.)
- National level: The Indian Council of Medical Research directing medical research (The apex body for biomedical research in the country.); Framing national health policy and disease-control programmes (The Union Ministry of Health and Family Welfare.); Setting drug standards and approving new medicines (Uniform standards must apply across the whole country.)
